Windsor is a perfect candidate because all the Ojibway land is owned by the three levels of government, so nothing has to be bought or expropriated. All of it, except Ojibway Shores, is already protected, and everyone knows there would be an “environmental uprising,” as Dilkens said, if Ojibway Shores was developed. And city council and the public clearly support a national urban park.
